(10 a.m.) JOHHANESBURG, July 21. The Prime Minister, Dr. D. F. Malan, announced that the South African High Commissioner in London, _ Mr. Charles To Water has been appointed Ambassador Extraordinary. Mr. Te Water would be accredited to all Governments which the Union Government thought should be enlightened about its aims. His new post will give him precedence over South Africa’s other representatives abroad. Mr. Te Water’s job. accoding to Dr, Malan, will be to combat “the campaign of hostility and unfairness” novij being directed against South Africa^
