GERMAN COMMUNISTS (11.15 a.m.) DORTMUND, April 28. Delegates at a conference representing the Communist Party in the British, American and French occupation zones decided to rename the party the "Socialist People’s Party of Germany" in order to “rally all democratic and Socialist forces.”
