RUSSIA ENDS BOYCOTT
TRUSTEESHIP COUNCIL DELEGATE NAMED NEW YORK, April 25. Russia which has until now boycotted the United Nations’ Trusteeship Council has sent a brief letter to the Secretary-General, M. Trygve Lie, naming M. S. K. Tsarapkin as its representative on the council. . . „ The Russian boycott was originally based on the charge that the council was “illegally constituted.” The council at present consists of equal numbers of colonial and noncolonial Powers. The decisions are by a majority and there is no veto. M. Tsarapkin was the Soviet delegate who dealt with the Palestine question from the beginning.
