AUSTRIAN PEACE TREATY DEPUTIES’ DEADLOCK (10.20 a.m.) LONDON, April 22. The Big Four Foreign Ministers’ deputies have failed to agree on an article of the Austrian draft treaty that the repatriation of displaced persons must be voluntary. The Soviet delegation wishes to eliminate any reference to voluntary repatriation. The deouties reached a deadlock over the article concerning the preservation of Austria’s independence and declined the British suggestion to discuss the economic clauses until it has settled the question of German assets.
