ALLIED PROBE BERLIN TERRORISM ANTI-COMMUNIST PEOPLE BERLIN, March 12. Russia turned down a United States proposal at the weekly meeting of the four military governors for a fourPower investigation of increasing terrorist activities in Berlin, including kidnappings and beatings against members of the non-Communist parties. A United States official later revealed that the Russian authorities warned the leaders of the Liberal Democratic Party in the Russian sector of Berlin to stay away from a party meeting tomorrow or face reprisals. The Russians countered with a claim that the Americans had raided the proCommunist Socialist Unity Party offices in the American sector. The United States official said the offices were raided in search of illegal anti-American pamphlets.
