DE VALERA'S FEAR PESSIMISM ABOUT U.N. CHANGE OF HEART NEEDED (N.Z.P. A.—Copyright.) (10 a.m.) NEW YORK, March 9. He believed the world was heading for another war, said Mr. E. de Valera, ex-Premier of Eire, when he arrived at New York today for a month’s tour of the United States—his first visit for 18 years. “I am pessimistic about the future of the United Nations," he said. "It cannot succeed unless there is a change of heart by certain Powers. I don’t think it is necessary to specify who should have a change of heart, but unless that change of heart takes place there will be war. I hope I am wrong.” Mr. de Valera declined to say whether Eire would again be neutral. “That’s for Parliament to decide,” ha added. “It is a big decision for a small nation to make. If it goes to war and loses it suffers heavily. If it wins it gets little say in the peace anyhow.”
