VENEZUELAN SOCIALISTS FIRST POPULAR ELECTION (11 a.m.) CARACAS (Venezuela), Dec. 15, Incomplete returns in the first genuinely popular election in Venezuelan history indicate a landslide victory for the Democratic Action (Socialist) Party, led by Senor Romulo Gallegos. The party’s candidates had large majorities for most of the local and State offices. Senor Gallegos, aged 63 years, is a writer and educator. He'will be President. He had already held several Cabinet posts. The latest returns give him nearly 200,000 votes, compared with about 79,000 to his nearest opponent, Senor Rafael Calderea, nominee of the Conservative Catholic Party. The Communist candidate, Senor Gustavo Machado, received only 8000 votes.
