SOVIET _SCHEME PERSIAN OIL DISPUTE “CO-OPERATION UNLIKELY" (N Z i?. A.—Reuter—Copyright.) (10 a-m.) TEHERAN, Sept. 29 The Persian Government is ready to reject the Russian oil proposals and to place complete faith in the guarantees of the Teheran conference agreement, the Atlantic Charter and the United Nations, said the Director of Propaganda. Mr. Ibrahim Khajeh Noori, in a broadcast. Mr. Noori who is regarded as the Prime Minister’s spokesman, denied that he was' speaking for the Prime Minister, Mr. Sultaneh. “Persia is faced with panic and fear for two reasons.- First, Persia does not wish to cause the smallest offence to the United States because we owe the guarantee of our independence to President Roosevelt and the AmericansPersians never forget favours.
“Secondly, now that Persia knows the world situation very clearly, it is very difficult for us to co-operate with a very powerful nation.” The Associated Press says listeners accepted the reference to the “very powerful nation’’ as meaning the Soviet
