CHINA'S EX-PREMIER (10 a.m.)' NANKING, Sept. 18. The ex-Premier of China, Dr, T. V. Soong, has been appointed Governor of the Kwantung Province, a reliable source said today. Dr. Soong has been in semi-retire-ment since March, when he resigned the Premiership while under criticism for his financial policies. The semi-official Central Daily News of Nanking reported on July 29 that the companies controlled by Dr. Soong and Kung families obtained nearly 3 343,000 dollars in United States currency at an artificially pegged rate of exchange-
