U.S. GRAIN SHIPMENTS SEVERE BLOW TO EUROPE (10 a.m.) WASHINGTON, Sept. 18. A drastic cut in the United States grain export programme was disclosed yesterday by the Department of Agriculture when announcing the November export allocations of 788,000 long tons of wheat, flour, grain and sorghums, which is about a 35 per cent reduction on the October allocation. Britain has been given no allocation, presumably as a result of her recent action in refusing the October allocation because of the dollar ShortageDepartment officials said the drastic cut, which is expected to have severe effects on European stocks as the winter draws on, is due to the partial failure of crops here and to the subsequent soaring grain prices, which have forced the Government to halt buying temporarily on the Chicago market. The biggest allocation again goes to the British-American zone in Germany.
