REVOLT IN ECUADOR MINISTER SEIZES POWER ”11.45 a.m.) GUAYAQUIL, Aug. 24. The Minister of Defence, Colonel Carlos Mancheno, backed by troops ousted President Jose Velasco Ibarra from office early today. President Ibarra was arrested and taken to the military barracks from which it is expected that he will be expelled from the country.
