OUTPUT RISING GERMAN INDUSTRY THREE-POWER TALKS LONDON, Aug. 22. The three-Power talks in. London on the German level of industry ended for the day §fter a three-hour meeting. The Foreign Office issued a brief communique explaining that the purpose of the talks, was to enable Britain and America to explain the purpose, of their proposals and France to express her views. The meetings will be continued over the week-end. All the delegations are strongly supported by experts from the occupation zones. A message from Berlin says that the Ruhr coal output has exceeded 240,000 tons a day for the first time since the end of the war. Production yesterday was 241,061 tons. Since August 15 the daily average regularly exceeded 239.000 tons.

The improvement follows a series of incentives and competitive inducements to the miners.

Official quarters are confident that a daily average of 250,000 tons will be reached shortly.
