CHIANG ORDERS TOTAL MOBILISATION ATTEMPT TO CRUSH INTERNAL STRIFE (10 a.m.) NANKING, July 4. China’s State Council today approved at the personal request of General Chiang Kai-shek a Kuomintang (Government Party), resolution calling for total mobilisation of manpower and resources to finish the fight against the Chinese Communists named as “the enemies of the State.” General Chiang, describing the Communists as “bandits,” said total mobilisation was necessary to end the “blockade of peaceful reconstruction” and to permit the realisation of constitutional Government. The United Press correspondent quotes a reliable source as reporting that the resolution would probably mean the revival of controls which were in effect during the Japanese war. The correspondent says pro-Government reports today claimed another victory for the Nationalist troops in Manchuria. More than 10,000 Communists were reported to have been killed or wounded in battles yesterday around Kaiyuan 35 miles south of Szepingkai.
