U.S.-SOVIET POLICIES CAUSE OF PEACE WALLACE’S WARNING PARIS, April 23. “Russia and the United States have undermined the solemn cause for which their young men died,” said Mr. Henry Wallace, a former U.S. Vice-President, in a speech. Mr. Wallace added _ that Russian communism and .American capitalism must change their present course if peace is to be preserved. He said that he believed Russia was committed, through its history of Czarist tyranny, to the use of repressive measures as an essential element in holding the Soviets together until an abundance of consumer goods made possible the freedoms to which the West was accustomed. Czarist history and geography committed Russia to pushing continually toward free access to the Mediterranean through the Dardanelles.
