Morrison’s plan for a federal Palestine and wanted the development of Palestine’s resources by a Jewish State.” said Dr. Chaim Weizmann, president, in opening the Zionist Congress. “I don’t under-estimate Britain’s difficulties, but if the mandatory Power feels unable to fulfil the main conditions of the mandate, its only alternative iso to devise a new settlement in which the purposes of the mandate will be substantially fulfilled,” he said. “It must leave Palestine in a state of finality by drawing lip proposals for sound constitutional development. The Jewish national home should be given full authority and status of a Jewish State before Britain retires.” Dr. Weizmann said those who would like to see the British connection preserved saw. with deep sorrow, it was all but destroyed, lie condemned terrorism and urged Jews, instead, to show courage, endurance and the heroism of restraint.
