PALESTINE PLANS U.S. TO SEND OBSERVER PLEA TO ARABS & JEWS (10 a.m.) LONDON, Dec. 8. The Foreign Office announced that the Palestine conference which was due to resume on December 16 has been postponed until a date in January to be announced later. The United States Secretary of State, Mr. James Byrnes, in New York announced that an American observer would be sent to the conference provided both Arab and Jewish leaders attended. Mr. Byrnes disclosed that he recently conferred with Jewish leaders who. regardless of the views formerly held by them, now regard the partition proposal as the most nractical long-term solution. He said he had conferred with Mr. Ernest Bevin several times on Palestine in the last five weeks, and Mr. Bevin had given an assurance that all the proposals made by Arabs, Jews or British would receive an equal hearing. Mr. Byrnes added that, in view of that assurance, the United States felt the Jewish and Arab leaders should attend the conference.
