WITHDRAWAL ISSUE PRESSURE BY CHINA U.S. NOTE TO MOSCOW (11.30 a.m.) CHUNGKING, March 6. China is still pressing for the withdrawal of Russian troops from Manchuria. The Chinese Under-Secretary for Foreign Affairs said his Government’s troops were still unable to occupy Manchuria because of the presence of Russian forces. A Washington message states that the United States has sent a message to Moscow dealing with the Manchurian situation. “Although China has been pressing for the withdrawal of the Russian troops from Manchuria, the Russians intimated that the delay in departure was due to certain difficulties which they did not specify," said the Vice-Minister of Foreign Affairs, Mr. Lin-chieh. He added that the Russians had not informed China of the movements or size of their forces at Port Arthur.
