NEW CONSTITUTION
INDO-CHINA’S FUTURE (9 a.m.) SAIGON, Feb. 13
eight Annamese and four French appointees under President Dargcnlieu io-day began the drafting of a new constitution for Indo-China. This is the first slop to carry out the French declaration in March, 1944, which outlined the new autonomous Tndo-Chineso Federation as part of the French Union.
