PREVENTED BY STRIKES (9 a.m.) OTTAWA, Feb. 14. Trade department officials, commenting on the Wellington report that New Zealand was permitting the import of only a few cars from Canada, although British imports had widely increased, said Canada had planned to send a token shipment to New Zealand early in 1946, but the steel and other strikes had prevented it. /
