COMMUNISTS ARRIVE
AIRLINE DEVELOPMENT
CHUNGKING, Dec. 16. A delegation of leading Communists, including the party’s deputy leader, Mr. Chou Enlai, has arrived for peace talks with the Government. The leaders welcomed President Truman’s policy declaration for China.
Meanwhile a Government dispatch from Manchuria reported that China and Russia had agreed to specific measures for Chinese assumption of the administration there.
The Chinese press has announced a five-year plan for the development of civilian aviation to give China 40,000 miles of airlines, with subsequent expansion to Formosa. Hainan. Manchuria and Japan, then Siam, Burma, the Philippines and Australia.
