SOCIAL REFORM POLICY
(10 a.m.) MOSCOW, Dec. 17.
The new Government of Azerbaijan has issued a proclamation guaranteeing respect for rights and privileges of all foreign representatives in Azerbaijan, stated the Moscow radio.
The proclamation announced the Government's intention of seizing the estates of reactionary landlords and sharing them out among the peasants. It promised to establish a people’s militia for the protection cf Azerbaijan and carry out a purge of police gendarmerie and introduce social health insurance and free education.
The official programme of the Azerbaijan Parliament is “consolidation in creating an autonomous life in Azerbaijan without infringing the integrity of the Persian State.”
