(10 a.m.) BUENOS AIRES, Oct. 21. An uneasy quiet returned to Buenos Aires as the general strike ended normal business activity, says the New York Times’ correspondent. Transportation has resumed. Despite the surface calm, there are rncry indications that the Argentine political pot is still boiling.

The police take very unusual precautions. Mounted police are sitting cn horses in some central streets holding carbines. The police are reported to be making many arrests, including students who were released last week. Opponents of Colonel Peron have gone into hiding, seme in foreign embassies. Colonel Percn is out cf the Government, but he continues to dominate it. The task cf reconstituting the Government has been completed with the appeintment of General Juan Pistarini as Vice-President, succeeding Colonel Pcrcn, and the filling of three other Cabinet pests with men who are regarded as Col-ncl Feron’s sympathisers. The Cabinet is composed of nine army, navy and air force officers and three civilians. Colonel Pcrcn's chief henchman, Colonel Velasco, lias been reinstated as chief of police. An r.hti-Cemetic campaign began as celebrating bands cf supporters cf Colonel Feron stoned individuals and homes in the Jewish quarter cf Buenos Aires with the tacit approval cf the police. Crowds carried portraits of Colcnel Feron and shouted: "Death to the Jews!” and "Viva Peron!” The police broke into a synagogue and arrested 20 youths who were preparing fo defend the building against Colcnel Peron’s supporters.
