VICTORY OVER JAPAN TRIBUTES TO AMERICA (10 a.m.) MOSCOW, Sept. 3. The home radio to-day began Russia’s victorv holiday with a quar-ter-hour detailed account of the Japanese capitulation ceremony aboard the Missouri in Tokio Bay. The broadcast paid a special tribute to the big part the United States had played in the Pacific victory. Celebrations are going on throughout the country, although heavy rain in Moscow somewhat dampened the proceedings. Huge pictures _of Generalissimo Stalin and the principal generals are displayed in the main thoroughfares.
