— ■ — AMERICAN OFFICIALS (10 a.m.) RUGBY, July 2. The Prime Minister, Mr. Churchill, has- sept tile following message to Mr. Japies Byrnes. Secretary of State: "I send you my heartiest congratulations on your appointment to the great office; of Secretary of State for the United States. I recall with pleasure our various meetings at the White House arid in the Crimea, and look forward to seeing you again in the near future.” To Mr. E. Stettinius. former Secretary of State, Mr. Churchill said:—“Please accept congratulations on your appointment as United States representative on the United Nations’ Security Council and chairman of the United States delegation to the General Assembly. This, indeed, gives yori a .noble opportunity. Your friendship. and great help as Lend-Lease Administrator and Secretary of Stale will always be remembered with gratitude 'by the Government and people, of this country. This is also true 1 -' of your father's work, with which I was brought into such close contact during the first World War against German tyranny.”
