PROCEDURE CRITICISED COUNSEL’S COMPLAINTS “I will make a note of the suggestion." said the No. 2 Transport Licensing Authority, Mr. J. P. O. Skoglund, at a sitting in Gisborne yesterday afternoon when counsel, lor an objector to an application asked that in future amendments to licenses sought by operators be communicated to interested parties. Learning of the proposed amendment, said counsel, he telegraphed the Commissioner of Transport seeking details, but had not received a reply. He stressed the fact that in such cases where there was likely to be an objector al 1 interested parties should be given adequate notice of an amendment before the sitting. Another unsatisfactory aspect of the procedure, counsel went on, was that all decisions were not advertised to enable operators to appeal within the stipulated time. At present only the party making the application was advised of a reserved decision and it was “a sheer impossibility” for an appeal to be lodged in Wellington within seven days as required by the regulations. Mr. Skoglund advised applicants to appeal immediately they were given a decision at tho sitting and not wait for notification in writing. He had suggested that the period allowed for appealing should date from receipt ol the decision, but had been informed by the Industrial Appeal Authority. Sir Francis Frazer, that he had no power to permit this. Counsel’s complaint. he said, would he submitted to the commissioner. Richardson, to carry posts, battens and firewood j within the Wuikohu County to the nearest railway station; R. V. Lawless. to cart wool within a 40-mile; radius of the Gisborne Post Office; P. G. Bell, to cart orchard produce: j Louis Ah Gou. to carry garden produce to Gisborne and to Puha sta-i tion. Adjourned application: Smcllie and Son, Limited, to carry meat from Matawhero and the abattoirs to retail shops. Approval was granted for the following amendments:—Gisborne Fisheries. Limited, extra authority. Adjourned amendment: J. T. Hill Timber and Construction Company. Limited, reserved. Goods services:—New application: Gisborne Abattoirs By-Products Company, Limited, restricted to carriage of meat to shops. Amendment: East Coast Transport, Limited, additional authority for "pick-up" Truck to operate in Gisborne. Review: W. S. Dudson. continuance of service allowed. Passenger service:—Amendment: Gisborne Borough Council, increased service to Cook Hospital. Taxi service:—Amendment: M. IT. Kelly. Tolaga Bay. public service. Transfer: A. .1. H. Gardiner to R. J. Prebble. Bay.
