H.M.S. NELSON REFITTED(9 a.m.) NEW YORK, Feb. 7. H.M.S. Nelson is again sea-borne with the British Fleet after six months in the Philadelphia navy yards, as a result of which she has become one of the world’s most heavily-armed battleships, says the New York Times’ correspondent in Washington.
