DISCOVERY IN OREGON USE BY ENEMY AGENTS tlO a.m.) WASHINGTON, Jan. 2. Mr. Edgar Hoover, chief of the federal Bureau of Investigation, revealed that a Japanese balloon which .vas found in the last few days southward of Portland, Oregon, was simiar to that found a fortnight ago in Montana. He said that it was conceivable that they were released for die purpose of smuggling enemy agents into the country.
