RUGBY, July IG. “Not only victory blit the future of humanity lies in applying the greatest oossible strength in the shortest possible time,” declared the United States Secretary of War, Mr. H. L. Stimson, in London to-day. He explained that the main purpose of his trip to Britain was to visit the American troops, and he paid a high tribute to Britain’s magnificent light. The United’ States had much to learn from Britain’s experiences, and one thing that greatly impressed him was the extent to which women were taking part in the war effort. Mr. Stimson referred to the United States’ preparations for the present conflict, and stated that throughout the United States forces, as well as amongst the civilians at home, there was a universal determination to go on to final and completo victory—as thoroughly add as quickly as possible. That was the view shared by himself and the general staff.
