NEW OFFICE IN CUBA (11 a.m.) HAVANA. April 8. The Soviet Ambassador to the United States, M. Litvinov, has arrived to present his credentials to the Cuban President, General Batista, as the first Soviet Minister to Cuba. M. Litvinov was accompanied by M. Dimitri Ivanovitch Zaiken, ConsulGeneral, who will servo as Charge d’Afl'aires in Cuba when M. Litvinov returns to Washington.
