PRESIDENT ROOSEVELT (10 a.m.) WASHINGTON, Sept. 27. President Roosevelt will make a speech on October 6 at 2.30 p.m., New Zealand time, at the opening of the national community chest campaign. The speech will be broadcast throughout the world.
