MEANS OF COLLECTION While expressing appreciation of the admirable work done by the Waste Council for the patriotic fund, a joint committee of the commercial printers supply houses, through its secretary, Mr. E. W, Clarkson, Wellington states that it is still of the opinion that the ' problem of salvage collection has passed the stage where it can be solved on a funds-collecting basis. The committee does not consider that, the handling of waste paper on ail award basis would make the cost of the product prohibitive, as the present cost of waste paper represents only 10 per cent of the selling price of the finished product. The committee also expresses the opinion that collection of waste paper cannot be increased to the required 16,000 tons a year without adequate provision for collection, transport, labour and premises. Regulations make the destruction of waste paper illegal, and it was equally necessary to have means of dealing with the paper saved. Even where committees were operating adequate facilities for handling the paper did not exist, and it was necessary for the Waste Council to have means apd power to provide whatever facilities were required by local committees.
