MEXICAN OIL INTERESTS SURPRISE DECISION (9.30 a.m.) MEXICO CITY, July 2. In a surprise decision that may reopen the whole petroleum question, the Mexican Supreme Court ordered the return to the Standard Oil Company of New Jersey two large properties which were expropriated by the Mexican Government in 1938. The decision was based on a technicality that the companies were not named m the original expropriatory decree. At least 10 other Standard Oil Company holdings may be similarly affected.
