SEEMING DISCOURTESY SOVIET DIPLOMAT (British Official Wireless.) Reed. 12.30 p.m. RUGBY, Nov. 20. In reply to a question regarding the incident by which the departure of the Soviet Ambassador to the United States, M. Litvinov, and party by plane from Iran was delayed, the Undersecretary of Foreign Affiairs, Mr. R. K. Law, said: “I this morning received a report from our Minister in Teheran from which it appeas there has been an unfortunate misunderstanding, as a result of which the departure of M. Litvinov and party was delayed. The exact circumstances are still being investigated by the Minister, who at once sent apologies to M. Litvinov and to the Soviet Ambassador.

“I am glad to have this opportunity of saying how much His Majesty’s Government regrets this unfortunate discourtesy.”
