BRITISH PARLIAMENT AMERICAN CONGRESS (British Official Wireless.) Reed. 10.30 a.m. RUGBY, Nov. 20 With the object of promoting goodwill and intercourse between members of the British Parliament and the American Congress, a meeting of the Houses of Commons and Lords, representing all parties, decided to initiate the establishment of a BritishAmerican Parliamentary Committee. Mr. W. Elliott was appointed chairman. A suggestion that the Dominions should investigate the possibility of admitting emigrants from the Scandinavian States who largely shared the Empire’s views and to some extent the same blood, was made by the Duke of Devonshire in a speech.

“Our population figures are really alarming from the viewpoint of the future of Britain and the Empire,” he said. “The Dominions will soon be faced with the problem of diminishing populations. “When the Dominions carried larger populations world peace would be secured. If the Empire’s population in 1939 had been double what it was there would have been no war.”
