MANCHUKUO PROTEST

RUSSIAN PENETRATION TROOPS OVER BORDER (Reed. Nov. 20, 3 p.m.) TOKIO, Nov. 19. Reporting further on the clash on the Soviet-Japanese border, the Tokio radio admitted that the Russians penetrated deeply into Mar.chukuo to ascertain the strength of the Japanese forces there. Manchukuo protested to the Soviet Consulate at Harbin. The Domei news agency says that the three Russians, two of whom were killed and the other captured, were cavalrymen. They were engaged on a military mission. It was impossible that they crossed the border by mistake.
