GERMAN VESSEL CHARTERED BY NAVY (Reed. Oct. 31, 3 p.m.) SHANGHAI, Oct. 30. 1 Japanese naval officials said to-day that the former German ship., Quito had been chartered by the Japanese navy. They declined to specify where the vessel was bound, or to explain the presence of Germans aboard. A message dispatched from Shanghai on October 28 reported the arrival from Yokohama of the former German merchant vessel Quito, manned by a German crew, and flying the Japanese merchant and military flags. The ship bore camouflage and her name was painted out. Naval authorities believed that the Quito was used as a supply ship for raiders in the southern Pacific. The opinion was formed that the vessel was forced to Shanghai owing to a shortage of supplies in Japan. The Quito apparently had no guns for raiding.
