PUNISHING CHINA ENCIRCLEMENT CHARGE (Reed. Aug. 15, 9 a.m.) SHANGHAI, Aug. 14. The Japanese naval spokesman at Shanghai, Mr. Naoki Hazama, said yesterday that the intensified air attacks on Chungking were in retaliation for Marshal Chiang Kai-Shek’s “activities in the promotion of encirclement.” He said: “Japan will not let go unpunished new efforts of China and her supporters to encircle our empire and defeat our plan for a new order in East Asia.”
