SECOND U.S. PROGRAMME SPENDING OF £1,500,000,000 (Reed. Aug. 14, 9 a.m.) WASHINGTON, Aug. 13. U” ! fed Press of America states that the Administration’s second lease-and-Jend programme, involving an anorenriation of £1,500,000,000 will be submitted. A substantial part will be allocated to the purchase of food supplies and the remainder mostly for heavy and medium bombers, ammunition and artillery.
