LABOUR CRITICISM

CHANGES IN CABINET POLICY OF CHURCHILL (Reed. Aug. 11. 2.50 p.m.) LONDON, Aug. 10. “The colonies and Dominions are becoming a dump for Government failures,” said Mr. E. Shinwell, the Labour member of the House of Commons for Seaham, in a speech referring to the recent Cabinet changes. He added: “Mr. Churchill does not sack his failures. He promotes them to be members of the Cabinet. The best chance of promotion is to blunder. Then you have a real opportunity of becoming a big shot.” Mr. Shinwell criticised Mr. Churchill for taking too much on his own shoulders, and added: “He wants to be Prime Minister and everything else. No man here is big enough to take on the whole task of administration. There is no room for dictators. Our task is to fight dictatorship, not to encourage it.”
