JAPAN’S MOVE SOUTH MAY CHANGE ATTITUDE (Reed. May 31, 1.30 p.m.)' TOKIO, May 30. The Japanese Foreign Minister, Mr. Matsuoka, issued a statement declaring that Japan’s southward policy is peaceful, but should international developments render such a policy impossible, Japan may be forced to reconsider her attitude in the light of the changed situation.
