Tlie appointment of Sir Francis Frazer to inquire into and report on all appeals from decisions of the transport licensing authorities was announced by the Minister of Railways, file Hon. R. Semple, to-day. Mr. Semple said that in view of his appointment as Miniselr of Railways, and as many appeals concerned the Railways Department, the Government considered that some change in Ihe existing appeal procedure was desirable. Sir Francis Frazer accordingly had been invited to inquire into appeals on his behalf.

Sir Francis Frazer was admirably suited for the position by reason of his former experience as a judge of the Court of Arbitration. He had a sound knowledge of transport and had experience as chairman of the original Transport Appeal Board.

Tlie work would be carried out bv Sir Francis Frazer in addition to his present important function on the Executive Commission of Agriculture.
