FOREIGN PROPAGANDA GERMANY AND RUSSIA (Reed. Feb. 22, 9 a.m.) WASHINGTON, Feb. 21. The United States Post Office disclosed it had destroyed 15 tons of foreign propaganda mail which came mostly from Gerrqany and Russia, via Pacific routes.
