The Colonial Development and Welfare Bill received its second reading in the House of Commons. The former Colonial Secretary, now Minister of Health, Mr. Malcolm MacDonald, in winding up the debate, said the Colonial Office was awaiting the submission of plans from the colonial Governments. These would be considered by the advisory committee on development and welfare, with a view to assisting and guiding but not dictating to the colonial Governments concerned.
