FIGHTING ORGANISATION DISOBEDIENCE FEARED (Reed. March 28, 2.40 p.m.) BOMBAY, March 27. Gandhi, in an article in the newspaper, Harijan, urges the conversion of the entire Congress Party into fighting machinery and also orders nation-wide registration of congressmen who are willing to suffer imprisonment without financial assistance. Reuter’s Agency says that these instructions are interpreted as the first definite step in preparation for civil disobedience,
