FINLAND’S CAPITAL HARBOUR PRECAUTIONS LITHUANIA’S PLANS RATIFICATION OF PACT
(Reed. Oct. 13, 12 noon.) HELSINKI, Oct. 12.
The Finnish Foreign Office spokesman to-day expressed optimism and reiterated Finland’s appreciation of the sympathy of England and America.
It is reported that the Scandinavia naval authorities have instructed shipping to leave ports in the south of Finland and call at the western ports.
A Kaunas message states that the Lithuanian Parliament will meet on Saturday to discuss the ratification of the Russian pact. The Lithuanian Army begins the occupation on Vilna next week.
The Soviet garrisons in Lithuania are expected to total 20,000 men, according to German agency reports-
