NATIONALISATION MOSCOW DIRECTION ASSEMBLY ELECTION COMMON SUFFRAGE (Elec. Tel. Copyright—United Press Assn.) (Reed. Oct. 12, 1.30 p.m.) LONDON, Oct. 11. Further messages from Moscow concerning the announcement that a National assembly is to be elected in the Polish Ukraine on October 22, state that the Assembly is to meet at Lwow (Lemberg). One depiity will represent every 50,000 of the population. There will be universal direct suffrage and a secret ballot. All over the age of 18 years, irrespective c£ race, nationality, religion, class or property ownership will vote. The right to nominate candidates, hoVever, is confined to peasants' committees, factory workers’ meetings an<l groups of intellectuals. T'he Assembly will approve the nationalisation of the banks and industry. •
