HOLDING DOOR OPEN BRITISH OFFER HOPED FOR SPOKESMAN’S STATEMENT (Elec. Tel. Copyright—United Press Assn.) (Recti. Sept. 5, 11-30 a.m.) TOKIO, Sept. 4. The Foreign OfTice spokesman indicated to-day that Japan was holding the door open tor possible participation in the European war.
Observers believe that the Government is delaying action, hoping for an offer from Britain whereby the war in China can be quickly liquidated in return for Japanese assistance.
The Prime Minister, General Nobuyuki Abe, in a statement, said: “In the face of the European war Japan intends not to be involved in it. She will concentrate her efforts on a settlement of the China affair.” On the Tokio Stock Exchange prices are booming.
