The Tokio newspaper Nichi Shimbun states that Japan will remain strictly neutral, without a formal declaration. PORTUGAL STANDS OUT (Reed. Sept. 5, 9 a.m.) LISBON, Sept. 3. It is officially announced that Portugal will remain neutral.
