EX-CZECH PRESIDENT CYNICAL GERMAN REPORT (Reed. July 19, 2 p.m.) LONDON, July 18. The Berlin correspondent of The Times says that a German news agency Communique states that Dr. E. Benes, the bankrupt of one of the political States former to perpetuate the Versailles Treaty, returned from a tour of agitation in the _ United States in order to settle in London, the .rendezvous of many similar broken, existences.
