NEW YORK, Sept. 23 (Rec. 1 p.m.).—The Secretary of State, Mr Dean Acheson, told a press conference this afternoon that the news of the Russian atomic explosion should not surprise anyone. Asked if President Truman’s announcement meant that Russia definitely had the atomic bomb, Mr Acheson replied that he was assuming, for his . bwn purposes, that Russia had a weapon which exploded. He declined to state exactly where the reported explosion took place. He said the United States was still determined to do everything in its power to proceed towards a truly effective international control of atomic energy.
